His only constitutional requirement is that he has a pulse.
He's also President of the Senate and can break tie votes, but not vote otherwise.
Of course, he becomes President should the current President die, or become incapable of performing the duties of the President.
However, in reality, he can do as much as the President has him do. Historically, some vice presidents have done very little, other than campaign. Others are given special tasks like simplifying government or taking care of NASA. Some, probably like Cheney, exert a great deal of influence, as the President assigns them lots of responsibility.

He pro-sides over the senate and has a tie breaking vote if it is dead locked, he is a back up to the standing President and to a large degree can act as the President if there is a need for it such as in diplomacy and the like. To wit he can line up things that the President can later sign like treaties and such.

In the USA right now, Cheney is the President. He tells W what to do. He has a real bad heart so he can't stand traveling all over the world, talking to the media, making speeches ( that don't say anything ), but he is the puppet master.
