how do I attach a fiberglass fender back onto a truck?

it has broken off and is about 1 ft. by 1 ft. and weighs about 20 pounds

You can try to use a bondo fiberglass repair kit. We have used this on our farm to repair fiberglass parts on our machinery, and it works well.

Make sure to get a kit that contains both the resin, and fiberglass cloth/mat for strength.
