I am not an expert in law, but what it really means?

It means it is not an offer. If you sign it, it will not constitute an acceptance and it will not become a contract.

Assuming that it is a contract, it means that no contract is formed if a party signs it. Usually, a contract is not formed if only one party signs it, but there are circumstances in which one signature is enough.

If it is in another context, it may mean something similar.
