At home, that's beyond fabulous. For a good sized ISP, or a large corporation, it'd be completely insufficient.
I generally assume each user will want 100k-1mbps to themselves.
You can go lower than 100k per user, if most people rarely use the internet, they won't notice. If they do notice that they're approaching dialup speeds, they tend to go looking for the IT manager's head on a pike.
Every now and then, there's a user that justifies half a mb, a mb or more to himself. When you weigh exactly how much that costs vs how much of a productivity gain it realizes, the numbers will usually speak for themselves.

16 Mbps downstream is a good speed, but what's the upstream? and what are the ping times for the provider from you to say, Yahoo? Check out the broadband info here: http://www.speakeasy.net/speedtest/moreinfo.php and ask a few more questions of your provider.

It's astounding. But, you should look into what your upload time is as that is what's important if you hope to do any gaming or something that requires exchange with a server. Some companies offer really high download rates but minimal upload rates.

That's actually quite fast for consumer broadband, at least in my area. The fastest providers in my area offer is 9mb, which is hella fast.
