Uranus is actually easy to see without a telescope. It looks like a bluish star. People typically have trouble finding it because, it looks like a star and there are a lot of stars in the sky.

You can see up to Saturn (Mercury through Saturn) with the naked eye in most places. There are some unconfirmed reports of people seeing Uranus with out aid.
With binoculars you can see all the planets but Pluto.

there are several factors that say that how far can we see?
1.ability os telescope
2.the atmospher of earth
3.the quakes that location have ,.....
these named seeing
but afterall hubble telescope is the best and we know that it can see a planet over solar system currently it can see it,s reflex of light
but we can also identify them by the reduction in the light by spm
but u can see saturn without any thing

In practical terms, Saturn. HOWEVER, on a night with no moon, and far away from sources of light pollution such as cities, someone with extremely acute vision can just make out Uranus.
