Email them first, then if they aren't to obnoxious talk to them on the phone or a friends phone so you don't give them your real number, if all is still going well set up a public place in an agreed area to meet them. If they live a few states away or across the glove it may take a bit longer to meet. But I guess almost anything is possible.
