If it lasts more than a couple of hours, go to the ER immediately. This is considered an emergency, because if the the blood does not drain back into the body, it will cause permanent damage to the tissue in the penis. At the ER they can use a syringe to drain the blood until nature can take over.

I would go at it again. If it doesn't go down, try thinking of really nasty stuff and hopefully that will calm you down.
If that fails, go to the hospital. That can be a serious medical condition if you don't go. They have seen it before and can help you before you potentially have some serious problems. Call the nurses hotline at your local hospital for more suggestions.
