Yes. Just don't sit there and sniff it lol I painted my nails and toes all throughout my pregnancy.

As in work in a nail salon? Probably not. (Due to the chemicals in nail polish remover and whatnot.
To do once in a while while pregnant. Sure.

Yes... I read the reason it says to not go to shops for manicure/pedicures is because your in the closed area with such strong smells and that can make you sick!
I plan on getting a pedicure after my first trimester sickness wears off! (I hope! ;) )

Yes it is safe. My OB told me that now days there is not enough formaldehyde in polish to do any harm.
