No, obviously they have mixed blood. One brother is full blooded with his biological father and half blooded with his half brother through a mutual mother but different fathers. Each boy does not have the blood of the others father. therefore they are half brothers. Does that make any sense? Actually, I have to give this some more thought now that I think about it. Good question. Hope I helped at least a little bit.

Biologically, no, they are not full brothers. The would be considered "half" brothers.
For example, I have two families - one family where I was raised by my mother and stepfather with six other children. These are my half brothers and sisters. We have the same mother, but different fathers. In the other family, I have a half-brother and a half-sister, as we have the same father but a different mother.
The same happened with my boys when their father remarried and had a daughter. She is their half-sister because she has a different mother than they do but they both have the same father.

They share blood by you, but are half brothers with different fathers. This should not matter. Many families today have halfs, and steps. Labels can be hurtful. If I cared for the person, I would just refer to that person as my brother. We don't need to focus on our differences; we need to focus on our similarities, and those things which link us as human beings.

To be full brothers they have to share the same parents. Since they only share half of the same DNA, they are half-brothers.

No. The brothers are "half" brothers. Same mother, different fathers = half.
Same father, different mothers also makes "half" siblings.
