firstly, get him really drunk, then when he is unconscious remove ALL bodily hair with a suitable implement. next rub aftershave all over until he wakes up. now you have his full attention tell him if he doesnt stop being such a miserable bas*ard then you will give him something to be really miserable about.
This usually requires some evil imagination on your part, maybe threaten him with some sort of humiliation at work, like dying his penis bright red so he cant use the communal toilets without awkward questions. Good luck. if all else fails buy some decent drugs.
