Was this title a reference to anything or did it mean anything?

It meant that they could name it anything and it would sell millions upon millions to loads of druggies....hey, my mom bought it for me in the 70's when I was about 4 and I love it to this day.....never tried drugs tho...weird.........

It was the concept of the album...the Beatles were going to play a concert as this fictional Sgt. Peppers Band.

Many believe that Sgt Peppers was secret name for satanist, Mr. Crawley, who wrote the satanist bible in the 1940's. But...I don't know if there is any validity to these statements.

Anything you want it to. That's true but.... The Beatles were just revieving what they had seen and heard growing up in Great Britan. It's a great CD.
