You can use a variety of perennials as trailing plants in baskets. Two of my favourite shade trailers are "creeping jenny" (Lysimachia nummularia) and Lamium (Lamium maculatum). Creeping Jenny is a low growing plant with ruffled like leaves and yellow flowers. Lamium has tiny snap dragon like flowers with variegated leaves. They both will trail prolifically and add texture and colour to a basket. For a sunny pot, thyme works nicely - with pink flowers and aromatic leaves this plant has more than just a visual attraction.
All of the plants mentioned above can be found at a local greenhouse that carries perennials. Be sure to buy plants that appear vivacious and healthy.

Ivies and fuchsias. Some ferns don't properly trail, but they have an arching habit.

vinca... but you may have to protect it in the winter by wrapping it if you live in a cold climate. I also love sedum as a potted perrenial, but it is not trailing.
