It depends on the device. Certain things like phone chargers etc. should be unplugged when they are not used because they still draw current. A very low wattage device the difference would be negligible. A light bulb (Which draws considerable current) it is more energy efficient to turn it off.

You end up using more electricity when you turn something on & off sporadically. I know that's the case with wall air conditioners - it is more efficient to keep them on all day than to turn them off then on on a constant basis.

normaly only large items like elec motors that cycle on and off very quickly would be more costly to turn on and off but say a light bulb or vcr or comp would be fine either way power wise that is

Its not that much but don't leave the likes of T.V.s on standby as this uses a lot of power and it is only wasting the power.

Okay - the refridgerator generally runs nonstop - does it cause your bill to rise or stay the same.
If you leave alot of your lights on nonstop - is your bill higher or lower?
