They can't except stay out of the families business. Parents need to start being parents again! Some times a kid needs its @ss kicked!

The Scared Straight program works on impressionable youngsters. For older more hardened youths a visit to the morgue to see what the real result of violence is..Taking them on fieldtrips to the prisons, experience prison life overnight in a controlled environment and talk to those that are in prison for the rest of their lives...The government and nobody else can make a greater contribution to the futures of juveniles and decreasing crime than their families by having Zero tolerance for crime in the home.

It is not the government's job to decrease the crime rate, only to punish criminals. It's up to our families and communities to raise good children that will not become criminals. The only thing the government can do is to put harsh enough penalties on crimes that it will deterr people. Currently there is virtually no punishment for criminal juveniles, so there is no incentive for them to change their ways.

Bring in mandatory national military service for persistent juvenile offenders. These troubled kids just need some direction and a lot of discipline. Many European countries already have a mandatory two year national service. In the US they call it the draft.

How about making the parents responsible. And, don't get on a band wagon about how parents can't control everything their kids do. They sure can do a lot more than they think. Know what your kid is doing, where they are going and who their friends are. YOU are the parent. YOU are the adult. YOU make the choices. Talk to your kids. I raised four children. I smile when someone would come up to me and say, "you have good kids". I'd answer, "thank you, but they weren't born that way, it took a lot of hard work".

Sports centers!!!!!! Get them off the streets and direct their energy into something that will improve their self esteem, and their attitude towards life. Young people are so often in the streets because they have nowhere to go.

I suppose they could legislate someting that says parents must raise their kids, and not let the TV do it for them...but in this day and age...yeah right...

Parents need to be responsible for their children.
