I think you mean MORALE.
In my experience, morale is low in 2 situations: (1) when workers feel they are not being recognized or acknowledged for their contributions, and (2) when they feel they have no input or control, i.e. when all decisions are top-down.
It takes so little to rectify each of these situations! A few words from a supervisor - "Good job!" - "I noticed you have a great on-time record!" - "Nice work with that xyz job!" - that's all it takes to make someone feel noticed and needed.
In the second case, soliciting opinions and suggestions from employees - and then implementing the good ones - goes a long way. People will always work harder when they feel empowered. And you might be surprised how many really good ideas can come from the foot soldiers. After all, they're in the trenches all day; who better to see where improvements can be made? An award or incentive of some kind - say, a gift card for a dinner for two at Appleby's once a month for the best suggestion - will keep the ideas flowing.
On the job, we all want two things above others: recognition and respect. When you show me that you value me, boss, I will do ANYTHING for you!

It is spelled morale. You might be amazed at how far simple Kudos and praise will go on a job well done. Start an awards and recognition program where co-workers can submit cards for examples of their co-workers going above and beyond. Then put up posters with all of these examples on there. Give a quarterly reward for the best example or do a random drawing from all the cards submitted. Everyone gets into the spirit of recognition. But make sure you stay consistent. If you bail on it after several months, it just becomes another flavor of the month and trying something new will be even harder after that.

you need to ask your employees those questions, let your managers or staff supervisors identify employee wants and then make the necessary changes.
