I had an idea of a motorcycle with a shell that surrounds you.
Basicly it would be the same matireal as the wind shield except when you get on the bike you can slide the top over you so theres no wind or rain blowing on you. As long as you can put your feet down right? I don't see why it can't work

Bmw made one called the C1. It was a large displacement scooter, technically. It was more successful in Europe than the States. Open on the sides, but with a roof and windshield. Nice design, I thought.

As for custom bikes go, I know a fellow in Maryland had outfitted his BMW R-series motorcycle with a full enclosure. He has these side wheels that come down when he's about to stop.

You do not make any sense. Why would you design a 2 wheeled car? Riding a bike is all about experiencing the elements. Obviously, you have never rode a motorcycle to understand correctly. Wind in your hair and rain rolling across your face is the thrill of the ride and the best part about riding.
