How does a competent person act?

When someone in business society is known as a competent person, what does that mean?

That is a good question.

I usually think of competence when I don't have to do someone Else's job for them and incompetence when I have to do what they should have done.

Keep your nose clean, obey the laws, pay your taxes. Be nice to people even when they don't deserve it and of course drive the speed limit.
