I live near National Forest property. I want to make sure that I get notice if anyone tries to do a land swap with the US government to obtain for private development the forest service land.

Notice is usually provided through the local newspaper, quarterly reports, and web pages. They usually maintain mailing lists of people who have expressed an interest in keeping informed. You should stop by the ranger district that owns the property, tell them your concerns, and get on their mailing list. You should do the same thing at the forest supervisor's office, since some activities are managed by the ranger district, and others are manged by the supervisor's office.
