I think it's simply about the rhyme, but a villain would be chillin if he pulled of some major caper and had loads of money with which to go to the Bahamas....

"chillin' like a villian" was a huge slang term about two years ago. It means that you are relaxed. Do you notice how most villians (on tv and in the movies), at least at first, seem to be relaxed and happy in their evil mastermind plan? That's what that means.

relaxing not trying to blow their cover... it's not to be analyzed critically or anything but im pretty sure thats what the line refers to. It's a saying that just means your not stressing or getting to riled up about anything.
