There are excellent engineering programs at Carnegie Mellon, Boston University, Rensellaer Polytechnic Institute, Worcester Polytechnic Institute, Olin College of Engineering, Tufts, the Cooper Union, Rose Hulman Institute of Technology, Colorado School of Mines, the University of Massachusetts at Amherst (especially in polymers), Cornell. U Illinois. U Michigan. Purdue. Dartmouth. Rice. Harvey Mudd College. The service academies, of course, most specifically the Air Force Academy.
BTW: Olin and Cooper Union are both free - IF you can get in. Note the capital "IF".
I used to hire out of these programs. In fact, I preferred their graduates to those of MIT, Stanford and a few others because they seemed to have got a more practical education, they'd done co ops in the real world, and they were down-to-earth. They weren't theorists - they could actually do the work, interact with their coworkers, etc.
RPI was actually my #1 favourite to hire out of. The students not only were strong technically, but they knew how to work - they showed up on time, could deal with coworkers, etc. They could write. And they could interact with human beings. They were well rounded people who were also very strong engineers. I love RPI.

Many state schools have excellent engineering departments. All 11 schools in the Big Ten have excellent engineering programs. So do most of the schools in the ACC (especially Georgia Tech).

Texas A&M University! Our engineering program is huge and has a great reputation. I'm a junior accounting major at A&M, and have loved every second of my time here. You won't find a friendlier student body.
