Between legal adults, yes it can be. Pedophilia and incest are not the same thing.

I've never been involved in an incestuous relationship so I'm just giving my opinion. I think it may depend on the ages of those involved. Anytime you have one adult and one child involved, I don't see how the relationship can be consentual because children can be influenced. So even if that child seems to be consenting, I would have to question the mental influence over him/her. However, I can see two sane minded adults or two older teens being in a consentual relationship. In fact, I know a family where the older brother (who was about 30 at the time) was sleeping with his younger sister (who was about 22 at the time). However, the older brother was extremely manipulative with whomever he came across and the sister seemed to not have it all together. Their morals may be in question but there is no doubt that the relationship was consentual.

Of course! If two adults (18+) agree to have sex, it's automatically assumed to be consensual, no matter the relation between them. That's all- they must be adults with the mental capacity to make rational decisions for themselves.

Yes it can be consensual. It isn't quite bad as long as they are a distant cousin or something. I mean if you want to poke your sister that is kinda nasty!!!
