On the red pokemon for the Gameboy, at what level does the magikarp evolve? Ditto clefairy and pikachu?

Ohh,evolution. It's a tricky business at times. But I know about the critters that you're referring to.
Magikarp evolves into the fearsome Gyarados at level 20. Training it up though can be a huge strain, since it can't attack until level 15.
You won't be able to evolve Clefairy or Pikachu by level up. To evolve a Clefairy (and Jigglypuff, Nidorina and Nidorino), you need to use a moon stone. Be aware that it won't learn any new moves through level up after it evolves.
The same statement goes for Pikachu, but the stone is different. To Evolve Pikachu (and Eevee), you need to use a Thunderstone. The same rule applies for Clefairy. Once it evolves, it won't learn moves through level up.
I'll give you some info on some other non-level up evolvers since I'm in a generous mood. Eevee can evolve into one of three Pokémon depending on what stone you use on it. A Leaf stone will have no effect though. a Water stone will turn it into a Vaporeon. a Thunderstone will turn it into a Jolteon while a Fire stone will turn it into a Flareon.
The Fire stone will also evolve Growlithe into Arcanine and Vulpix into Ninetales, though the latter two are not found on the Red version of the game.
The Water stone will also evolve Shellder into Cloyster
Leaf Stones will evolve Gloom into Vileplume, Weepinbell into Victrebell(though they are not found in the Red version) and Execute into Exeggutor.
Finally, Machoke, Haunter, Kadabra and Graveller evolve when you trade them through a link cable.

Clefairy needs a moonstone to evolve
Pikachu needs a thunderstone to evolve
moonstone can be found in Mount Moon, Rocket Hideout, Route 2, and the Mansion.
thunderstone has to be bought e in Celadon Department Store on floor number 4.
