Is it pretty much like asking a fish to fly? Doesn't anybody say they're sorry anymore?

From my experience,(habitual) liars have a completely different brain from normal people, and a very egocentric one at that. A liars nature is to think you can fool anyone, with a simple sentence or so, and when they are caught, they STILL dont believe or feel the impact of being caught, they think "another simple sentence and i will fool this twit"! it's a vicious cycle, and most of them never understand the real world, the most important thing to them is whats going on in their head, and the "what can you do for me" factor.

Yes, sometimes it can be an exercise in futility, especially from those that are habitual liars.

They may just want to "save face," not realizing that sincere honesty makes you look better.
