My job is to issue grants to homeowners for insulation but nobody gives me the time of day. Yesterday I posted a letter through 20 homes in the same street saying that they didnt qualify(giving no reason) ..I got 17 phone calls today of people that were almost begging for the work to be done.............why is it that when you offer something to someone on a plate they dont want it but when you tell them they cant have it they'll scream blue murder to get it??

Firstly... previously they were in ignorant bliss not having read the original offer... binned as a circular/junk mail
Secondly... Once you have removed the offer of something free or at a large discount, the ignorance evaporates and is replaced by envy... 'why the F*** haven't I got it?.. her next door has'
Thirdly... its called Human nature (unfortunately!)

Because people are greedy. If you tell them NO, then they feel cheated. If you give it to them they don't think they earned it. It's silly, but the way people are.
