I'm not sure how to answer your first question, but I DID hear that her underwear were last seen driving a red BMW convertible south of L.A., headed to Mexico. K-Fed's g-string was riding shotgun.

Every mother deserves some time to herself away from the kids. If you're sniping Britney for going out and not staying with the kids all day, then your sniping every mother in the world and basically saying that "a woman's place is in the home taking care of the kids." and I think a lot of mother's have a problem with that line of thinking.
Your sniping Britney because she's hanging out with Lindsay Lohan and Paris Hilton and that's wrong too. There are two reasons why Britney is hanging with them 1) Personal Level and 2) Professional Level.
On the personal level all three women have wealth, fame, youth, and major tabloid drama giving them things in common. None of them can just hangout with "Normal" people unless they are old trusted friends or family members. Celebrities still want to make new friends and the easiest way to do that is to hangout with people people of the same status where their common experiences with fame, fortune, stalkers, popparrazi, and regular fans provide a basis to build a friendship and get to know each other. So that's why Britney is hanging out with Lindsay and Paris.
On the professional level all three of them are boosting their carreers by using the media buzz of their new friendships. Individually each has faded a bit from the spotlight. Britney went from popstar princess to celebrity mother of two, Lindsay stumbled a bit when she slacked on her professionalism (remember the letter from the studio exec that scolded her for not showing up to shoots), and Paris has had problems since her fallout with Nicole Richie after finishing The Simple Life. Hanging out together creates new media buzz for all three which will generate interest in their latest career efforts. Britney is planning a comeback with new songs and a new tour. Lindsay setting up to promote whatever new movie she's been working on. Paris has got more money than Britney and Lindsay combined, she's in it just for the attention.
Britney "going commando" is great, guys finally got a glimse of what K-Fed got to see, smell, touch, and taste, and what he's missing out on now. The added bonus, she shaves completely, so there's no bothersome "dental floss" to deal with. That poparrazi shot just made her a whole lot hotter to every guy on the planet. I'm 90% sure that it was an accident, but there's a 10% chance that it could have been intentional, kinda like throwing gasoline on a fire, to maximize the media buzz for her music comeback.
Even if it was an accident, it was a good thing for her carreer. She may have declined Playboy in the past, but now if her comback isn't as successful, she can do a photoshoot to maintain fame. Her issue would generate millions and probably break Pam Anderson's record for number of issues sold. Britney would probably break the record for highest offer paid to a celebrity to appear in the magazine. At least with Playboy she'll get paid this time for flashing her baby-maker. =P

She's young. We all make mistakes when we are young, stress of having two little ones and about to become divorced can also be part of her actions. She deserves to have a little bit of fun and be accompanied by some supportive friends. I don't understand the loss of underwear thing, but hey, we all do certain things for a reason.
