Toilets for customers are obligatory in establishments where the customer can eat there; however a takeaway-only establishment or a drive-thru does not have to provide customer toilets.

I don't know what the law says about having to have toilets where food is served but I do know you are supposed to have two doors between a toilet and a food serving, eating, preparing area.

There should be a toilet in a place where you can sit in and eat. That is the law

Keep a thick wall between the two and a fair distance apart. And wash your hands.

There should be two doors separating you from where the food goes in, to where the remains come out.
