Its how he was trained, in the early days they criticized him for being stiff as a board and very serious. He has loosened up quite a bit and has become kinda jovial in his appearance. I think he is kinda funny.
Gore is criticized and laughed at for his invention of the internet comment but it was his reforms in both the Senate and as VP that revolutionized the Telecommunications industry that sponsored the openness to prompt the expansion of the internet.
