There are some really great "worst ever" movies on this list. I'm surprised no-one has mentioned "Gigli," that's usually high on the list, I guess, like me, not enough people even bothered to see it.
I'm real glad to see Star Wars Eposide 1 show up. Because of the effects and that I have a young son, I couldn't myself rate it the "worst" but it stunk alright and I'm glad to see it get the recognition it deserves.
Plan 9 from Outer Space is indeed one of the most awful things anyone has ever wasted film on, the problem is that its SO awful, its actually worth watching, (only ONCE and some serious drinking first, IS recommended!)
So my pick would have to be the truly worthless trash "Battlefield Earth." I was involved in the Scientology Cult for years and when the book came out, well practically everybody in the cult was required to read it. I remember thinking (as a life-long SiFi fan) ..."is it just me, do I need more "auditing," or does this thing really SUCK big time?"
Later after I escaped from the cult, I watched the movie, "Oh, Boy it just REALLY SUCKS BIG TIME!" I can understand Travolta being roped in, when it comes to worshiping Hubbard, you pretty much have to toe the cult line, but Forrest Whittiker? What the HELL was HE thinking?

Plan 9 from Outer Space - widely accepted as the worst movie ever made. It was shot with Bela Lugosi and he died during the filming so they reused some of his 'live' footage over and over again and also substituted the producer to walk around with a cape over his face. Some of the most terrible acting ever and the worst story line ever. But there might be newer ones, sadly.......

Basket Case... low budget horror flick about simease twins separted at birth. The one twin was a blob and thrown into the garbage can at the hospital. Needless to say the blob emerged back to life to terrorize the community! Really quite funny.

Top of mylist is Oklahoma (i'm still suppressing Sunday afternoon TV childhood memories of that one)
However, in a historical context many feel that the worse movie ever is Ed Woods Plan 9 from Outer Space.

Carnival of Souls....ME and my husband were upset at a movie place because we had a late fee and refused to pay it haha and anyways so we went to K-mart to go find the Coolest scariest movie and we saw carnival of souls looked real frightning...popped it in it was like so old the ORGAN was playing when the scary part came up...1920's I guess we should of just payed the fee.

Nick of Time (1995)
Although starring Chris Walken & John Depp it was diabolical.
The worst "big budget" type film ever.
Obviously there are too many bad small budget b movies to mention but Nick of Time was truly awful.
Sad because Depp & Walken have made some great films & are decent actors.
