i am from boise but am lucky enough to not have to live there anymore. i used to play high school football games there on friday nights and have gotten turfburn from that nasty stuff. anyway, the athletic director (gene blaymeier) wanted to come up with a gimmick that would play a part in bsu getting more exposure than just from the hicks and rednecks of southern idaho. hence the bright blue turf. his hope was that sports illustated would feature the smurf turf in its' pages. bsu has always been a very power-hungry university and they tout the athletic dept. much much more than the academic aspects of the school. that's where the $$$$ is.
and there is no truth to the urban legend that astray birds, particularly ducks & geese, crash into the turf thinking that it's a body of water. the boise river runs right along the north side of bronco stadium and there are ducks & geese in the vicinity but they don't nosedive into the smurf turf.
