assume the entire screen size is between 640x480(lamer sized) and 1200x1600(my size)

use css, never specify exact point sizes (that's old school), make sure the page looks good when you boost the font size or cut it way down... (via the menu)

Not sure but if you mean what I think you mean, older websites use to go with 640 (since that was the usual screen res), these days of course most people use a much higher res.

The following is just my opinion (I used to do website design and computer tech)
Now when you make a website you should first remember that it isn't going to look "exactly" the same on another computer.

Just make the page resize to fit the screen (or if you must center itself in the middle). A good website will fit just about any res and will maybe no always look exactly like it would in a previous res.
