Snakes do not have arms because Satan entered one and through it deceived the human race. It's punishment was to crawl on the earth eating dust. There is evidence that at one point snakes did have legs, kind of like a huge salamander. Just another little thing to prove the validity of the Bible.

Why don't humans have wings? Why don't clams have legs? It's how they evolved.
Either they had arms and never needed them, so they were bred out of the population, or that genetic variant never came up in the species.
