This is sad that I even know this answer. I used to watch the show with my little sister a few years ago. Stupid show, but it kinda kept you watching. The fox tries to steal something, usually from Dora, and she says "Swiper(the fox's name) no swiping(that means stealing)". It keeps him from stealing anything, he gets disappointed (I guess, maybe mad) and goes away only to show up later. It's like a guard, you hold a cross up, the vampire doesn't attack. (usually). You get the picture.

Deep down,Swiper wants to do right, but since he is a fox, he has a tendency to swipe things. Dora and Boots act as his concience or "Higer Being".

To let him know that after the 3rd time, we're going to take action. Sort of like how a parent might count to three when they want their child to come to them or stop doing something. It's a warning I guess, lol. Quite frankly, I'd like to see Dora and Boots drop some body slamming knowledge.

Swiper was previously hypnotised so that if he hears that phrase 3 times,he is unable to swipe.

Okay,I made that up-but I couldn't think of any other plausible explanation!
