acetate free nailpolish remover is the safest non harming for any clothing. It will lift off so long as you have enough on a cotton bud- rub down and up to lift the paint off- don't rub any in- you'll oky get it deeper in the weave of the fabric.

this, from my carpet cleaner:
get some paintbrush cleaner and a wooden tool, (not plastic, it will melt), say like a small wooden spoon or meat skewer. Then dab a little of the cleaner on the fabric with a small paintbrush and massage it in with the wooden tool, - it will start to dissolve. If it is a washable fabric then put it in to wash - if it is non-washable then dissolve the residue with a little white spirit.

If it is latex paint....sorry but the only thing that will absolutely work is scissors. You might try bleach or Goo-gone.

But latex and fabric is pretty permanent.
