The DVD player's video output would normally be an RCA port. If your monitor also has an RCA port, then all you need is an RCA cable. You will need speakers too, unless your DVD players has builtin ones.

Normally not. The monitor has a 15-pin D-Sub connector while the DVD player has an RCA video out. You might be able to find a convertor box that would allow you to connect the two, but that would probably cost you nearly as much as a new TV set given how cheap TVs are these days.
