My best friend for years lives in Georgia and I live in Florida, every time she has money problems she asks me. I have already giving her over $200 dollars which she hasnt paid back. She again asked me for $400 for a court fee, how do i tell her, in a nice way, that I will no longer give her money?

I would be honest with her and tell her that she has not yet paid you back to 200.00 and therefore you are not able to give her any more money....she is treating more of a gift than a loan unfortunately.
