He's sad because he doesn't think anyone likes him and that he is a bother to everyone. The tail thing is just to make him look more pathetic. I like Eeyore though, hes my favorite.

He's miserable even when he has his tail. Eeyore as a character is the manifestation of the character Christopher Robin's imagination which he created from his stuffed donkey that has a frown on his face.

I thought it was because he lost his balloon.
Or maybe it's because his best friend is so thick he can't even spot his own footprints in the snow and has a name that sounds like excrement.
