I know it, and am 95% sure it is an Arthur C Clarke tale. But I can't place the title, even looking at list of his short stories.

Just possibly "The Awakening" from Reach for Tomorrow?

It could be as early as the "Expedition to Earth" collection.

(Arrgh! I threw my falling-apart copies of these out about five years ago, when I had to make more bookshelf space.)
