There's a number of reasons this could be happening. Tough to diagnose without knowing what kind of error you're seeing.

One possibility is that your ISP is using a caching proxy. That means that instead of always downloading the page directly from the host, your ISP takes a copy of it and stores it locally and returns the cached copy to you instead. Another problem could be DNS problems. If your ISP is having DNS problems you won't be able to find the server.

There could be an error in your local ISP routers or tables. There could be a limit to the number of paths into the site's host server due to downed lines, or heavy traffic to other sites that they host.

Try clearing your cookies from your internet browser. Close your browser, if you use IE, right click the IE icon on your desktop, click Properties, click Clear History, click Delete Cookies - Ok, click Delete Files (from the pop up click on Delete all Offline Content) - Ok.
Then try to access the website you are trying to. Hope this works for ya.

Also, depending on the type of site you are trying to access, it might not pass the security settings you have established for your browser.
