Hmmm... stealing voices, no. Though there are a number of semi-reptilian 'breath stealers' in various mythologies.
For example, a lamia is part serpentine, although the top half is of female appearance. They kill children, often by strangulation.
Mara are said to cause breathlessness by sitting on the chests of victims while they cause nightmares. They are similarly represented as the 'Old Hag', a nightmare spirit which robs people of their ability to breath or move for a while.

That started as an old-wives tale which was probably adapted from the one that said that "if a cat sleeps on the same bed as a new-born infant, they can steal the child's voice or breath." Whenever a cat was near an infant, they would often lick their mouth, and sometimes they would bite the infant's lips which would make the baby cry. Also anytime a newborn was found dead, sometimes they would find a cat near the baby and was licking their lips. This was made into a superstition that the devil or something possessed the cat and killed the baby. Lizards and snakes are also wrongly accused of the same thing as well.
From what I know, there is no known spirit that was the first to start such a thing. Any spirit spotted that is similar to your description might actually be a thought-form that was created by the child themselves, someone nearby, or just a general mass consciousness type of entity.
Please note: these entities are not always malicious, and there is no reason to be too overly concerned.

I'm not familiar with a specific creature that functions in this manner.
The closest thing I can come up with is an incubus, some of the most common legends paint them as vampire like creatures that prey on women (a male version of the succubus), with variations of them having wings and "demonic" features to being normal in appearance. But older legends of the incubus indicate it simply found a sleeping victim and lay on top of them to smother them and steal their life force, similar to the 'cat stealing your breath' legend.
But I've never encountered a legend of a creature that simply wanted to take someones voice.

=> preventing expression?
=> preventing communication?
=> stealing power?
In history, stories were passed on by word of mouth, before the invention of writing.
The voice, is a powerful tool, and humans ability to communicate is essential for the social group to exist. There is power in numbers, and those people who have a "good" "voice", are those people who are leaders.
Voice does not have to specifically mean the audible tones which emanate from your mouth, voice can mean the ideas that you express, your opinions, your guidance of the people, your place / station / status quo within the society.
Is there a creature that is trying to take away peoples power and station in society?
Is that creature somehow linked to a genetic or inherited past bank of experience and history?
There are always people who are trying to overpower others, and there are always lines of generations of families which are inherently bad.
If I was a shrink (which I'm not) I'd investigate the possibility that you were feeling attacked by someone who is trying to take away your power. That person is somehow seen by you as being very alien to you, possibly from another culture or a very different class, maybe he is rich and you are poor, or vice versa, or maybe you have had a very stable upbringing and he has had his parents in jail for various crimes. It could be something from your past, possibly he is older and you aer younger.Maybe it's just your gut telling you that there is something wrong, somewhere and you have to speak up about it, but you don't know what to say ( but in this case I don't think that "what to say" is the issue, I think that "who to say it to" would be the issue.

OK this is a very interesting one.
Remember we are desended from reptilian creatures and part of the Brain the deep subconcious is reptilian.
Now as you know about Reiki, you will be aware that if this experience came to someone during a Reiki session it could be that the person is trying to tell you somthing and a person close to them is stoping them.

I've came across this before in readings. According to what I've read is that there is a reptilian species that is inter dimensional. They are on a different frequency then what we normal perceive. Its sounds outlandish, but the rituals in some secret societies are callings for them. They then posses the body and help to guide certain agendas through politics and world affairs.

I heard all kinds of stuff about reptilian beings. Some even go as far as saying some of us have evolved from them. They say aggressive types are descendents of these creatures.

I have also heard of reptilian beings but not quite the part about them reaching into peoples mouths to steal their voice.
This actually leads me to ask "how" they supposedly steal a person's voice. If you know, please e-mail me. I think someone tried to do that to me. They tried to steal my singing voice.
