The Flash. Flash has beaten Superman in a race, and it only stands to reason that Flash would beat Bizarro, especially since Bizarro has limited intelligence and Flash would easily think of a way to defeat Bizarro should it be a close race. Flash all the way.

Since it is pretty much accepted that at his maximum speed (while tapping into the Speed Force) Flash can out race Superman... Bizarro would be left in the dust. Since (aside from restraint and intelligence), Bizarro has the same abilities as Superman.

flash is faster, and bizarro would trip himself in no time... but, this all depends on how you look at it... if flash comes in first, then he would consider himself the winner... but if bizarro comes in last, he would consider himself the winner (because everything is backwards for him)
