What a woman would like to hear the most would vary from female to female. One might like to hear about her eyes, another her lips, another her legs, etc... So there isn't really a "best" compliment that you can give.
As long as you are honest in your compliment, most people (men or women) would appreciate just about any nice thing you have to say about them, including things about their hair. If you really think something nice, then say it. But never make up things just to have a compliment. It almost always comes across as being insincere.
And there is a way to avoid sounding like a pervert when you complement a woman's body. Use non-sexual words to covey how nice you think her assets are, and try to use what she is wearing that day for a basis. Example: That dress really flatters your figure.

If you actually like something about that girl then you've got your compliment in your head already! We don't need to tell you.. One thing though: If your intentions are bad then it'll be seen through your compliment. Be sincere!

every one likes a compliment(any compliment that is nice will do) but dont go to much be like"i love your dress" dont ever say "because" coz thts just gonna make you goof you wont know what to say gd luck oh and women really like that hair thing(no body compliments!!!!I REPEAT NO BODY COMPLIMENTS!!!) makes em feel good

Most people, whether male or female, like compliments if they are sincere. So be honest and remember if you can't say something nice about someone, don't say anything at all...

Everyone likes compliments, it build their self esteem and your character up. A woman hair is her crown and glory so of course we like it.
