It is very unusually to never gain weight during pregnancy, however if you can't and your baby is fine then what you should do is (if your planning on more breeding) is to have a minimum of three years from birth to next pregnancy for your health and a healthy baby. If you don't do this, you increase the chance of health problems for you and mostly your children, i.e. week immune system, allergies. chronic health problems etc.

As long as your doctor says the baby is a healthy size I would not worry so much about your weight. You will be thankful postpardum that you do not have excessive weight to shed. Being underweight, as long as you have gained enough weight to cover your baby, placenta, fluids, extra breat tissue, extra blood, and so on (usually about 25-30 pounds) you should be fine. By this stage of your pregnancy, there isnt much you can do.

Yes, I started out at 108 and only gained 16 pounds, it was all belly. I didn't gain weight anywhere else on my body. I had what they call the little "basketball" belly. I would say it's perfectly normal, especially if you are small to begin with. But everyone is different.

You should weigh more than 108 lbs if you're 9 months pregnant. I'm glad you're baby is ok, but that is NOT healthy for you! You're supposed to gain 25 - 35 lbs during pregnancy, if you did, that means you weighed only 80 lbs or so to begin with. I think you need some help!
