in the summer it is fine, but to have it on now is just crazy!!

Bring a thermometer to work and complain and moan very loudly to yourself and to the walls every time the temp. falls to freezing. Pretend you didn't even notice the air conditioning was on, because after all, what dummy runs the air conditioning in the winter. Don't say a word to the person you share the office with, pretend you don't know why the room is so cold, but complain at least once a day, more if possible. If they don't take the hint, wear your coat or at least your scarf and ear muffs and if your hands are cold wear gloves or at least leave your gloves clearly visable on your desk. Bring a heater to work and plug it in beside your work area or leave your work area to go to a warmer spot in the building, telling your co-worker that you have to go and defrost yourself. Last but not least be grateful your not sharing your nights with this person.

That sucks.... I've been to a client where the guy kept the air on year round.
Maybe you can bring in a space heater to contradict the tempature created w/the air conditioner. If not allowed, you should speak to the supervisor .... If you're always freezing, it's got to be effecting your work. Since the office is shared, you both should have say regarding the tempeture... and not being just one sided as you say it is.

Yes . It is odd. Maybe that person thinks it is hot whatever town your living at. That was one of myformer coworkers thought. I used to work at an ice cream parlor and she told me not to leave because the boss was willing to pay twice as much during the winter time because she thought it would be busy. How in the world is it going to be busy when it was cold in the winter in san francisco.? My former coworker was a weird lady. Maybe that person that share your office is weird too.

As many of the others have suggested maybe she is menopausal?? you could always buy her an ice cold drink or an ice cream to cool her down while you switch off the air con and warm up!!! - or how about a miniature desk fan! Win Win situation me thinks!!

That is very odd - in my office people are too cold all the time, which drives me nuts especially in the summer when you need the air con on....

Very normal, some people are always cold, some are always warm. I run a constant temp of 99.9, but that doesn't mean I freeze everyone else out. Offer her something to cool her down, try to comprinise, if she won't, get a portable heater, and plug it in next to your desk! Some people just want to see others suffer.

How old is she? 50 or so? Could be hot flashes. But she does not have the right to keep everyone cold just for her. We live in a democratic society. Majority rules.
