yes, it will elimate street vendors.
Reasons of popularity of these malls are 1.finding number of commodities at one place at reliable cost and fresh too 2. feeling of superiority in shopping from a big mall 3. it's nearby so doesn't cost any transportation cost too.

It will eliminate some, but not all. There has to be certain distance between big malls in order to stay profitable. The vendors will cover the space in between.
