F = GmM/r^2; where G is a constant, m and M are the two masses, and r is the distance between them.

m + M = 4 kg; so m = 4 - M

F = G(4 - M)M/(.25)^2 = 2.5*10^-10; where G = 6.67 × 10−11 N m^2 kg^−2

Use the above to solve for M, then m = 4 - M to find m.

And there you have it, you do the math.
