RPG IV developer community?

I am looking to outsource and offshore development work and maintenance/support of certain applications. I am, however, concerned about the scarcity of RPG IV-qualified developers in places like India, Poland, etc.

How many RPG IV-qualified (and productive) developers are there in India and Eastern Europe?

Can't tell you how many, but a rather large amount of RPG development is coming from India. Even technical support lines are answered by India natives. I have no numbers to give, but I would think India has a considerable amount of qualified programmers. Of course, like any other place there are sure to be some goods ones and some bad ones.
