my 98 Malibu has the cigarette lighter & accessory plug pretty much next to each other. Neither has ever worked. Could it be a blown fuse? i never tried changing them, thought it was bad wiring or something, never really needed either one, but I do now.

Blown fuse, junk in the plug holes, bad cigarette lighter blowing fuses, non smoker who removed fuse, all likely candidates.

There are several places to look for fuses on your car, reference your owners manual for more data. (index- Fuses)

First inspect holes, then check fuses for being in, and being good. If buying fuses, get several.

Do not initially use your old cigarette lighter to test; test your lighter in someone elses car or use their known good working lighter.

Also check to see the new accessory you have works in someone elses car. then check in your car.

Step one, look into the cigar lighter and the accessory outlet with a good flash light. With a pair of tweezers, remove the dime your nephew dropped in there. While you're at it, take out the paper clip too.

Now that it's clear, pull off the fuse panel and look for the blown fuse. Replace it. Plug in your cell phone and make sure it says "Charge".

Fuse is the best place to start. There is not a lot else it could be other then a mouse with a taste for wires.
they cost only a few cents.
