Go to secretsinlace.com and go to the leg salon and buy some sexy RHT stockings or full fashion stockings and then get a sexy garterbelt to match and then a bra and panty set that match.
That way you'll look great all under then find a sexy dress black would great but deep violet or deep red would excellent as well Then add some sexy high heel sandals so you can show off your stockings,
then some nice jewelry and you will be the most elegant classy woman in the place and will have every mans eye. and most certainly your dates.

Jeans, and warm clothing. It will be cold, but rememebr that if you're going to be in that big crowd you want to make sure that you can un-layer. Also, you want pockets b/c you are more likely to have your purse picked or snatched. Better carry your ID and money in your shoe, bra strap, or socks.

I'd wear a nice comfortable cocktail dress. Or you could wear a nice outfit.
Ps. i'm sure it will be cold on new years so whatever you wear make sure you wear a scarf and coat with it.
