I created my first website my senior year because my school wanted a revamp of their current website. I had NO KNOWLEDGE of web design at the time. One of the teachers bought a book for me, "HTML, XHTML, & CSS" by Rob Huddleston. HTML is absolutely required for the web page's basic setup. But its incredibly easy to learn. It's made up of English words and in almost all cases, 3 symbols, <, >, and /. CSS is EXTREMELY (extremely!) useful in all cases. I cannot comprehend creating a web page without CSS. CSS will help you control how everything looks on a page; text color, text size, the way links look when hovered over, to say the VERY least. Pairing HTML and CSS will yield the best results for a beginner. Javascript is easy to learn but slightly more advanced than CSS. And not required for a functioning website. Edit: I had no knowledge of web design my senior year in highschool, but it has become a serious hobby of mine and has helped me decide what I want to do as a profession for the rest of my life.

To be honest you sound like you are attempting to run before you can walk. To try and create a dynamic user based website before you know what software/language you should use to build it with is clearly trying to run before you can walk.
anyway... programs: 'dreamweaver', and also if you want to incorporate video I would use 'flash'.
Languages, if you want to have a user based website you will need to use a database...'mysql', and you will need to learn a server side scripting language....I would use php. This is so that your website can cominicate with the databse.
Like I said to create a dynamic user based website is a lot of learning, but everyone has to start somewhere, so look into,
html, php, mysql, and flash. Good luck!

It totally depends on the type of website. If all you want is to show some static pages, you can use HTML. But if you want to use dynamic pages and access databases and son on, you will have to use a lanhuage such as JSP/Servlets or go for ASP.NET with C#.
