There is a balance. If someone loses their spouse in an accident that also seriously disables them, and they have kids, the welfare system should help them and their kids until their kids are 18. And if necessary, help them until death. But if someone falls on hard times, they should get a boost for a short time just to help them get back on track. This issue is not black and white.

Did you ever think instead of bashing the "other" party we as "normal" middle-class Americans should join forces and demand what's good for Americans? Maybe in this small way the politicians would understand we are tired of the game - politics first, Americans second or third!

Clinton enacted the welfare reform bill, which puts time limits on welfare. It has been very successful. The Reps have done...oh wait, the reps have done NOTHING except claim to be against it, just like abortion and gay rights. Try and CHANGE the laws, and you can't use those issues to get reelected.

blend them.. just #2 would be too easy to abuse... and with just #1 you will have the rare case where someone would truly need more than the lifetime cap... so maybe #1 with a "special exception" clause.
